I have a friend that used to use Vonage from his PC to make phone calls. Vonage died a few months ago so I ported the phone number to Google Voice. The main issue with this is Voice isn't really designed to be PC centric and its contact management isn't great as well as conference calls don't work. I'm having a hell of a time finding a new PC VOIP system for Windows. It would have to have some kind of contact import/export system. Any ideas?

Does he absolutely have to use it from his PC? Get a cheap Android phone, it doesn't need actual cell service, and install Hangouts plus the Hangouts Dialer on it. Contacts can be stored on the Google account, making the device itself basically disposable.
