Part of it was the push he got under Bischoff, and another part is the contrast with Scott. Scott Steiner changed his image for the late 90s, changed his working style, his personality, etc.- sure, that transformation involved taking all the steroids in the world, and his personality was apparently no different from him IRL, but the results on screen were entertaining. Rick came out with "If you don't like me, bite me!" and that was just no substitute. (And again, Scott being out for all this time REALLY hurts. It's like "Sorry about that, here's his way less interesting brother.") Also, I think it's Rick wasn't good enough to be as convincingly dominant as he was- his stuff never looked that convincing, he wasn't effectively sneaky or underhanded, he just sorta won matches because that was the booking. I cannot remember a single interesting thing he ever did in the ring.

Rick wasn't even funny-bad like The Cat. He was boring-bad. Every single Rick Steiner moment grated on you as was happening and made you instantly forget everything about it when it was over except for the feeling that just saw something pointless and terrible. At this point in time he's probably higher on the card than he ever has been before, but its hard to call him a #2 heel when everybody currently wrestling except for Goldberg is basically a heel.
