I have heard this about Japanese pitchers in general.

In the Book "Baseball: A History of America's Favorite Game" by George Vecsey, the author claimed that Japanese baseball is all about the dramatic 1 v 1 of the pitch and batter. Pitchers often pitch to a full count on purpose to get the most dramatic 1 v 1 situation.

From a Japanese Baseball vocab web site = フルカウント病（びょう）
The tendency of a pitcher to go to a full count with every batter irrespective of the situation. Although the term is sarcastic in tone, the tendency itself has been elevated to the status of an art in the Central League.
