I think I'm also at my wit's end for CE leveling up if I'm honest, or at least doing the "take the level 1 CE, and use the higher level version as XP material to level up). I can't see a situation where I would use these 1*/2* CEs over their 3*-5* equivalents, even if they provide more HP/Attack. I'm at the point where it feels like it makes more sense to dump all of these 1*/2* offerings into the CEs I actually use, at least until they hit their level caps.

Yeah but that's only going to be a problem for when your party cost is super low at the start. Unless it's generally expected that all players eventually roll with teams consisting of nothing but 5* servants.

I got Heracles as my starter and now I'm conflicted about what to do with my Master Recruitment Campaign Gift Voucher. Should I use it to get another copy of Heracles for a Noble Phantasm enhancement since I plan to use him for the foreseeable future or should I use it for another Servant (and if so, which one works best alongside Heracles)?

Variety is pretty much always more important than NP levels. Hercules is the only really important one in the campaign, so if you've already got him you can just pick whoever you feel like. Have you read the summaries of them in the second post?

My perception is that for 4*-5*, getting the Servant you want at all is the hardest part, with NP just gravy if it happens. As such I think I'd rather have Herc and Emiya (whom I picked) rather than Herc NP2, even though the latter is arguably more useful if I'm not actually using Emiya that much. As for who works best with Herc, I would strongly vote for St. George actually who of course is a 2*.

Levelling most NPs is more about the immediate damage boost than the higher max charge percentage, so that part isn't so much of a concern. Still not usually worth it, though. I feel like NP levelling is more of a consolation prize for when you draw your third copy of the same 5*.

All of them have 2 scaling aspects, one that scales off of NP level and one that scales off charge %. Using Tamamo Cat as an example, NP level boosts the damage, charge % only affects the self heal that it grants. It will do the same damage at 100% or 500% charge. The other thing to know is that NP Chains will boost the later NPs in the chain by 100%/200% for 2 or 3 chains. This is the only way to reach 500%, as a level 5 NP caps @ 300% naturally gained.

If you like someone you don't have use it to get them, if you wan to blow up the damage meter NP 2 Herc. Bring a friend Attila, pop Herc's attack boost, Attila's NP boost, your summoner attack boost, and hit for 90k.

so I know Vlad is supposed to be great with Tamamo no Mae but is that due to her shooting off her NP to charge his? I got a Waver so I'm not sure if he can replace her in the 'Make Vlad Super Great' idea with his NP charge skills, I'm not 100% sure how Tamamo's setup makes Vlad amazing in the first place

Three turns of targeted 50% arts card performance with a heal on top is very good to help him keep pumping out NPs with good damage on all arts cards. Combine with her NP filling party gauge and reducing cool-downs means he can use his own NP gauge skill more often as well. It basically super accelerates his NP usage which feeds crit stars back to you, and waver just makes it even better.

I have Iskander, but the only Servant of those bunch that I have that he can comment on is Darius on my JPN account.

Servants will sometimes have an extra my room line mixed in for if you also possess certain other servants, but launch servants don't have as many as those released later. That said, Waver does have a line for Iskander (and vice versa), but only for the adult version that's not yet available.
