You take something from the game, develop it to a logical, but flawed outcome, and then stick a whole bunch of them next to each other to watch the sparks fly. That's how you get magi-tech, and the great houses that rule them. That's how you get double-immortal elven assholes, and it's how you get more than one nation ruled (in various levels of secrecy) by powerful intelligent undead like vampires and liches.

He might have a bonus spell for high int. A single 8th-level bonus spell requires a 26 int, which isn't too hard to get since you can easily afford a +6 int headband by that level.

V's level 15, they have an additional spell slot from being a specialist wizard. Any higher and they'd be able to cast Mind Blank 3 times a sitting, at least.
