Army size goes by the flags next to the barrels, so 3 supply = armies/navies of 3/2/2/2 Sucks for me too, if it weren't for lousy supply I'd really be building up. ^^ edit: yeah can only have a single three-in-one-place 3 supply.

Sorry, I got confused with all the changes. When you came up with the last ship addition I failed to notice that the Sound had 3 ships in it. To sum up, you can have - one region with 3 units - 3 regions with 2 units - any number of regions with a single unit
