Maybe someone else could counter-claim that they're BP too and so they doubt there'd be two towns with the same role, but that'd be a nice gain for the scum to learn. And even in that worst case with a counterclaim on the table, you got way more wiggle room with a role like that compared to claiming something more active or powerful.
