Sure if they're geologically active enough to produce/retain atmosphere faster than it can float or be blown away. But you need fairly dense atmosphere with some potential for temperature differences in order to generate any sort of noteworthy weather. Even on Mars it'd take a fairly substantial disruption to produce a stiff breeze.

But rocks that don't have any kind of ability to stave off solar winds or sufficient gravity to keep occasional puffs of volcanic gasses from simply flying off into the celestial are generally pretty dead. I believe there was some articles not long ago that were chatting about our own moon having a thin residual atmosphere some millennia ago.
