They’re getting a feed from the Atlantic oceanic ATC facility(ies,) but not from the trans-pac facilities.

As noted they get some radar data as well. They describe their full set of data sources here: https://www.flightradar24.com/how-it-works

If you have a spare PC or Raspberry Pi type device with one of the cheap RTL-SDR receivers you can actually contribute data yourself and get free access to the top tier subscription level.

You can also get raw weather satellite data, the software radio things are pretty cool.

You don't even need a good antenna. I use my old RTL that was actually built as a TV stick intermittently with the lovely little rubber duck antenna it came with and it picks up plenty of traffic. Obviously my newer RTL that was built as a SDR and came with a proper antenna does better but it's not as much of a difference as you'd expect. I keep meaning to mount a Pi up in my attic so I can get a permanent receiver going, but :effort:

I'd be very interested to hear if they end up accepting your application. The only place in the continental US they note as specifically wanting coverage in is Moses Lake, WA. That said their MLAT system apparently doesn't work with homebrew Pi-based rigs but does with their receivers so you may get lucky.

Does anyone know anything about scanners? Since I'm in Germany, where online scanning is unavailable, I've purchased a tiny handheld Albrecht radio scanner that comes with a small (10-15 cm?) antenna. I live right on the departure path of EDDL and I get clear Tower and Approach frequencies and Ground with the ATC side only (nothing airside), for some reason. There's a 48 cm antenna available for my handheld - if I get that, will I see any sensible improvement? Dare I hope I could hear Rhein Center?

I'd also appreciate some info on how ATC antennas work - are the signals boosted? EDDL Tower transmits, well, from the tower at EDDL, but approach is called "Langen Radar", which would imply the actually Approach ATC is being beamed from 300 km away, fromthe city of Langen, where the ATC center for this part of Germany is located - no way for my handheld to be able to pick it up, yet it does. Does that mean the antenna at EDDL is boosting the approach signal? There's also a "Langen Center" frequency, but I'm getting nothing on that, so I'm completely lost on how that all might work.

They’re almost certainly working two (or more) frequencies, which means all the airplanes are actually talking to them on the other ones. Some US center sectors might be using four or five frequencies, simultaneously. When my area is combined for the mid shift (all seven sectors combined on the home sector,) I’m responsible for (listening to, and in some cases transmitting on) eight VHF and nine UHF frequencies, plus VHF and UHF guard.

ATC facilities (other than towers) work frequencies with remote transceiver sites. My airspace, which extends from roughly FLL to ORL, and from about 15nm inland of the east coast, to maybe 20nm inland from the west coast, has transceiver sites all over the place. MLB, PHK, AVO, RSW, FLL, and also a local site at the facility itself nearby MIA. (You can punch those codes into AirNav and you can get a feel for how far apart they are. My area is pretty dense, compared to some others in the system.) I can transmit and receive on all of these frequencies through a touchscreen interface.

VHF radio going from a ground site to another ground site is only good for maybe 20 or 30 miles, so what you can hear has a transceiver nearby.

A RaspberryPi is standalone - no need for the desktop. If you are a cheap rear end, check out the bananapi/orangepi etc. I've got a BananaPi because of the SATA connector and it makes a nice cheap way to get into NAS devices before I build somethign more substantial.

Warning about the Pi clones, most of them use lovely chips that have no mainline kernel support. What this means is that unless the community decides to take up the cause you're stuck with whatever (usually ancient) kernel the SoC vendor ported when they released the device and likely hasn't updated since.

I applied years ago right before the first piaware's became a thing.

They will not send you a box unless you live in a very specific area that needs coverage and you happen to have a tower or something.

Just buy a pi and build a piaware if you want to the better access.
