Ukraine entered the Council of Europe in 1995 and as part of its obligations, it had to cease employing the death penalty. According to Amnesty International they were still doing it on the downlow until 1997. The Ukrainian government maintained a policy of secrecy surrounding the executions, with limited data made public. Presumably they would have still been using the Soviet single bullet to the back of the head technique.
