I must disagree with my colleague, Mr. Knapfstein. His bill creates an unaccountable body with excessive power.

The TRC, as set up in my act, is completely transparent, as all proceedings are mandated to be broadcast live over SCN and made available to the public.
The TJC, as set up in his act, has no such provisions. It would effectively function as a secret court with the power of judge, jury, and executioner.

The TRC deals with cases that are brought forward by the victims, ensuring justice is prioritized around restoring the property and dignity of the victim.
The TJC is not set up to deal victim-oriented restorative justice, rather, it may investigate anything it wishes, including crimes committed with no connection to the Old Regime by anyone who happened to work with them at any point. This opens the door for abuse.

The TRC is accountable to Parliament, so if the behavior of a counsellor is found to be unsatisfactory, we may recall that counsellor.
The TJC is accountable only to the Minister of Justice, and while we all respect our soon-to-be Justice Minister's judgement, we need more voices and more accountability.

Overall, the TJA represents an overreach of power by the Ministry of Justice. Did we learn nothing from the Old Regime? That sort of vast, unchecked power doled out to a small number of individuals several layers removed from any popular vote is what allowed Vallstein and his cronies to loot our nation for decades. We need a body that focuses on alleviating the hardship of the victim, and isn't susceptible to the abuse and corruption that plagued us in the past. That body can be established by the Truth and Reconciliation Act.

(b) The People's Assemblies otherwise will self-determine all other aspects of the meeting, but are ultimately answerable to Parliament. This includes the ability to levy tax on the citizens in the Assemblies' governance.

Section 2. The People's Assemblies will be able to elect or appoint various commissions to help adminstrate the locality.
(a) Appointments or Elected officials may be necessary to ensure subject matter experts are available to whatever commissions or committees each Assembly creates.
(b) Any appointed or elected officials will be subject to recall by the People's Assembly should the Assembly find no confidence in the individual or group.
(c) The People's Assemblies reserve the right to assign legislative duties directly to elected officials in order to adhere to a more regular representative democracy, although the Assembly is still answerable to Parliament. The Assembly in this instance reserves the right to recall these duties instantaneously.

Section 3. The People's Assemblies are allowed to confederate with each other into the Sirtan Municipal Confederation (SMC) to help share and manage resources, or to resolve disputes between localities.
(a) The SMC is limited to the described powers, and are answerable to Parliament.
(b) The SMC will be made up of delegates elected by the respective People's Assembly for each municipality and rural region. Said delegates are subject to recall by their respective Assembly.
(c) The limitation of powers to Regional Councils and it's organization thereof may be revisited five years after passage of the act.

Section 4. This act shall take effect within two years of it's passage.

Long time no see.
The drafting phase is now over. From now until the end of the voting phase, you are prohibited from editing any of the bills and motions submitted for Parliament's consideration.

Now, each player MP can vote to either Support or Oppose each individual bill, amendment and motion, with the default being Abstain. At the end of the voting phase, I will determine the NPCs' votes in accordance with their party affiliation and party type, or their goals and motivations if they are major NPCs. Remember that most legislation requires a simple majority of votes to pass, meaning a majority of the votes that aren't Abstain, so if you want to prevent something from passing, make sure to actually vote Oppose.

To compensate for the fact that all of the votes happen simultaneously from a game mechanics perspective, you can make conditional votes. For example, you can declare that you vote to Support Bill A only if Bill B passes, and Abstain or even Oppose it otherwise. Please use a conditional vote only if you feel that it is absolutely necessary, because if there are too many of them things can quickly spiral into conditions that are difficult for me to evaluate (e.g. MP 1 will vote in favor of Bill A only if Bill B passes, and MP 2 will vote in favor of Bill B only if Bill A passes, and both of them are the decisive votes for the respective bills).

I Support this act on its merits, but I strongly believe that it is going to face further difficulties due to the current state of the managing company, and fully expect to have further bills passed on this matter.

3. The SISTER Act, proposed by Member Bookchin of the SRLF.

Oppose. Section 1 of the SISTER Act I am skeptical of the utility of, but am willing to see the experiment played out. Section 2 I support wholeheartedly. Section 3, however, seems like a gross overreach by the SRLF. The plurality that they have won in this first election should not be construed as a mandate to make their own ideology mandatory education in our school systems, and until that section is stripped or drastically reworked, I cannot possibly support this bill.

4. The Census Act, proposed by Member Subtallier of the Unity Coalition, along with associated amendments with Member Danube of the FDG (each amendment needs to be voted on separately).

I strongly Support this measure, and furthermore I support all three amendments proposed by Member Danube. Accurate information is key to proper government.

5. The Care and Shelter Act, proposed by Member Hughes of Dawn.

I Conditionally Support the CSA, on the condition that the Sirtan Budget Office Act first be passed, and that the SBO score be in line with Member Hughes' estimates.

6. The Sirtan Budget Office Act, proposed by Member Vanderbush

Predictably, I Support my own measure.

7. The Outer Alliance Resolution, proposed by Member Vanderbush.

In recognition that the wording of this resolution was flawed, I hereby Abstain from this vote. I will seek to reintroduce this bill later, after initial inquiries with the Outer Alliance have been completed.

I Support this measure. So long as tax evasion is allowed to run rampant, we cannot adequately raise funds as a government.

9. Constitutional Amendment on Parliament's Composition, proposed by Amnesty of the Community (requires 61 votes to pass).

I absolutely Oppose this amendment. We have ratified this constitution, and successfully held democratic elections in the wake of a revolution. To immediately start trying to rewrite our own constitution before we have even formally formed a government is utter nonsense that will only serve to feed turmoil and lessen our government's perceived legitimacy. Let us first show that we can abide by our own rules before seeking to change them.

10. The Truth and Reconciliation Act, proposed by Member Danube of the FDG.

I strongly Support this proposal. It is an even-handed approach that I believe is well-designed to serve true justice over emotional gratification. I understand this is a bitter pill to swallow for some, and acknowledge that my personal involvement with the revolution was distant, and not so charged as the brave members of the militia. But we must move past those times, and allow those wounds to heal for Sirta to truly prosper.

11. The Truth and Justice Act, proposed by Member Knapfstein of the DAL.

Even were I not supporting the Truth and Reconciliation Act, I would Oppose this bill. The Vallstein and Greene administrations being answerable to precisely nobody is what put us in this mess in the first place. I'll not watch another such power be created at our government's outset, particularly not one so clearly motivated by simple vengeance.

12. The PEOPLE'S ASSEMBLY Act, proposed by Member Bookchin of the SRLF.

I Oppose this measure as it is presently written. While I appreciate that it allows for the status quo, I think that rewriting the structure of all local governments is an overreach. Were this written as allowing communities to opt in to this alternative method of governance, I could perhaps support it. As an opt-out policy, I feel I cannot.

I am disheartened to see outright falsehoods come about for my bills, so Rutherford Vandberbush as I will be retorting to some of your inaccurate statements:

I am saddened to see this kind of a response AFTER we have moved into a drafting phase. I do not question your character on this matter, but I do question the timing on the request to change the language of the bill. For section one, I would refer to our colleagues in the FDG, who requested that to be included into our education reform bill. We at the SLRF wholeheartedly agree that trade skills are necessary especially in the aftermath of our revolution. As for Section 3, I was more than willing to have additional classes included, as a well rounded civic education is essential to every Sirtan, but not one member here spoke up before the time to include additional classes into the act had passed. We can work to address deficiencies in the future, but I would hate to see this much needed education bill tanked because of one or more politician's aversion to citizens learning how to organize their communities better and participate in a free and open democracy.

If you were well aware of the situation in our local cities and rural areas and how they are being governed, you would know that this bill is actually an affirmation to new form of local governments already formed in the wake of the revolution, of which many were started and still supported by the CLF. These assemblies, in some rural areas ARE the status quo for free and open democracy! The other more "regular" forms are dens of corruption held by criminal organizations or the remnants of Greene's thugs. While I admit that holding free and fair elections should minimize corruptive influences, it is of my opinion that the structures themselves leave itself open to future corruption. We are merely giving those options to Sirtans who wish to self determinate.

I said I was skeptical of section 1, but was willing to see how it worked out in practice. It has little to do with why I voted the way I did. And as for the matter of not speaking sooner, I do apologize, but this is a busy time for us all, and I found myself without the time to properly voice my concerns. Education is a serious and sorely needed matter, yes, but it is not so urgent that we must immediately pass this bill without time for further revisions. If we are to do this thing, we must do it right, and I do not believe a politically-charged syllabus is part of that.

In a handful of rural areas, yes, that is the case. In many more areas, including Sirta's cities--more populous and diverse than the areas you speak of, and facing an entirely different set of challenges and needs--it is not. If the option is presented to them to organize in such a way, and they choose to, more power to them. But I do not believe a mandate from the central government is the correct way to enact such a change. If the SLRF truly believes this is the correct way forward, provide the option, let regions choose, and allow the results to speak for themselves. But do not force a shift in the status quo.

I do apologize for my lateness. There were bills I was working on, yet time snuck up on me. Shameful. Still, I will not delay on the votes.

I Support this. I will give it my all.

2: 2. The SIRTRAK Act, proposed by Member Radek of the SRLF.

I Support this. The people have clearly said they wanted different ways of handling things, and that is what we will try out now. We'll monitor it closely, and try to make sure it becomes a success.

3. The SISTER Act, proposed by Member Bookchin of the SRLF.

I Support this. I hope to later perhaps add some more support ofr higher education, especially in the field of bio research, where we have a reputation that I would like to maintain. As to the third part, I can see where Mr. Vanderbusch comes from, but I disagree that this is problematic. Yes. Children will be taught how to run a worker's co-op. Quite frankly, it might be a skill they will have to use. We teach children the basics of entrepreneurship as well, and Bookchil assured me that those are not going anywhere. The presence of socialism based ways of organizing economically in the curriculum is not a sign of indoctrination, rather, considering the current movements of our economy, its absence would be politically motivated, and also potentially ill chosen, as there is a very real chance those children will have to deal with Worker Coops in their future, if these methods succeed.

I will support this. The lights must be kept on, and there are a lot of things to pay for.

I do oppose this. While the undemocratic nature of the Guardian Appointed seats is undeniable, the divided nature of the Guardians who appoint them make it unlikely they will form a united block that will take power, but they might cause some stability in the initial years. In the fullness of time, when it is clear that this new democracy is stable and well on its feer, we could revisit this. As it is, I cannot help but think that Guardian Councils might have stopped a man like Vallstein. And it seems unfitting to start meddling with the car's engine on its first ride.

10. The Truth and Reconciliation Act, proposed by Member Danube of the FDG.
I Support this. It is no secret that I am in favour of letting some crimes go unpunished if the punishment would risk greater suffering, but if we are to be thorough in our punishing, this seems like the most even handed approach that will minimize innocent lives lost

This sadly, does not. I must oppose bill.

12. The PEOPLE'S ASSEMBLY Act, proposed by Member Bookchin of the SRLF.
After good conversations with members of the SRLF, and thorough reading, I will not let a few quibbles about the exact execution get in the way of an undertaking that, while perhaps not always practical, is eminently democratic and transparent. We'll have to keep an eye on it, make sure there's no abuses with it. But I do support this.

I Support this, and I welcome the opportunity to work with our coalition partners to build a more free and prosperous Sirta.

3. The SISTER Act, proposed by Member Bookchin of the SRLF.
I Support this. While I share Member Vanderbush's concerns regarding the potential of the mandated civic education to serve as political indoctrination, I believe in the necessity of helping the people adjust to Democratic norms and traditions, and I trust Member Bookchin's education department to ensure civic education is taught as "Democracy 101" and not "Socialism 101."

4. The Census Act, proposed by Member Subtallier of the Unity Coalition, along with associated amendments with Member Danube of the FDG (each amendment needs to be voted on separately).
I Support this and all three amendments.

5. The Care and Shelter Act, proposed by Member Hughes of Dawn.
I Support this. The homeless face extreme challenges integrating into the productive economy. History has shown us that one of the best ways to help the homeless is to give them a home. For my fellow fiscally-minded Members of Parliament, think of this not as a handout, but as an investment. This program will help thousands of homeless people off the streets, and set them on the path to working proper jobs and paying taxes once again.

6. The Sirtan Budget Office Act, proposed by Member Vanderbush
I Support this.

7. The Outer Alliance Resolution, proposed by Member Vanderbush.
I follow the lead of the sponsor of this bill and Abstain. I believe that acquiring membership in the OA should be a goal of the government and will raise our quality of life, but we do need to look before we leap, so to speak. Next legislative session, I look forward to working with our soon-to-be Foreign Minister to create a more comprehensive plan for OA membership.

I Support this. However, I have significant reservations about the way the bill forces this new form of local government on every single municipality. I'm concerned about the unnecessary upheaval this creates in areas which wish to retain their current structure of representative government. Yes, in these areas, the new peoples' assembly may re-establish the old government, but I say why tear it down in the first place in such areas? I'm supporting this bill now, as I have no problem with allowing areas which prefer this new form of local government to adopt it. However, next legislative session, I plan to introduce a bill requiring referenda to be held in all local governments ahead of the transition, so the people may choose which option is best for themselves, in their own locality.

Supported. I have some concerns with the amendments that those without fixed abode may fall through the cracks, but if the Interior Ministry is mindful of this there is scope for it to be handled. So, with that caveat, Amendments 1, 2 and 3 are Supported.

Supported. This is a vital, fundamental priority. No Sirtan left out in the cold!

Opposed. I'll not have us be hesitant in helping the People owing to red tape or fear of deficit spending during the crisis of transition. The people need our help now, not when convenient or when we think we can spare some change. Giving one office veto power over our actions is a recipe for gridlock and ineffectiveness.

7. The Outer Alliance Resolution, proposed by Member Vanderbush.

Abstain. We need more information before committing to this course of action at this time, and should revisit this resolution once we have it and can make an informed choice.

We have more pressing concerns right now, but I am deeply leery of an undemocratic bloc in the legislature. We serve the People. If it becomes apparent that your primary masters do not have the interests of the populace at heart first and foremost, then I will be among the first calling for the eradication of this experiment from within our parliament. If you truly put the people first, then you should have nothing to fear.

Supported. The focus of this bill is upon the people and ensuring they secure restitution.

Opposed. Indefinitely creating a new tier of the judiciary with powers over the rest of the justice system is concerning. Aside from the red tape and administrative bloat, it puts too much power in the hands of a few untouchable individuals. I much prefer the vetting inherent in the TARA.

12. The PEOPLE'S ASSEMBLY Act, proposed by Member Bookchin of the SRLF.

Supported, with some misgivings. The ultimate arbiter of how the people should be governed locally is the people themselves. Imposing this from a top-down perspective, whilst it does recognise some popular initiatives, does seem a little too one-size-fits all, a little too cookie-cutter for my tastes. Nevertheless, the principle is in line with our overarching mandate, and should a local council wish to modify itself, including out of existence if it wishes, then they have the wherewithal to do so. Let us see how the people respond to this and heed their wishes in subsequent legislation.

Long time no see.
Actually, as written in the first post, party registration for the next election is already open, it's just that the election may not be for a while. You can also register for a citizen seat and wait two in-game years for a chance to get selected. You can join a party without getting into Parliament yet, getting involved in their decision making and increasing their member size for the next election. Finally, even only being a voter you can still influence Sirta's politics right now - some of the parties will want to appeal to you in the hopes of getting your vote in the next election.

Long time no see.

Congratulations! After a period of negotiation and compromise, Sirta’s first government is now a reality. It will officially begin operating tomorrow (8th of December, at 12:30 UTC) , after the acceptance ceremony. Speaking of which, Crazycryodude needs to post a speech for the ceremony, describing the general policy goals of the new government. The other Ministers-designate may write one or two sentences to say before accepting their positions, but it isn’t required.

Now, just because some of you were left outside of the coalition doesn’t mean that you can rest on your laurels until the government collapses. On the contrary, it is your duty to hound the government at every turn, taking advantage of every possible opening to advance your own agenda. Every party whose leader opposed the Motion of Confidence is part of the opposition, and the leader of the largest party in the opposition is the Leader of Opposition, a role that has a variety of tools to hold the government to account.

Unfortunately, in this specific Parliament, all of the opposition parties are of the same size, so the Leader of Opposition will be decided by the Guardian Council. To that end, the opposition party leaders are invited to make their case for being selected for the role. The decision will be announced at the acceptance ceremony.

I would like to say once again that it is an honor to be chosen for this position, and I humbly accept. Engagement in the international community is vital for Sirta's economy, and I will do all at my disposal to ensure that prosperity comes to Sirta once more.

Public declaration to the Guardian Council

Esteemed Members of the Guardian Council, I bring tidings from the Loyal Opposition.

As the glow and adrenaline of revolution fades, we find ourselves confronted with the sharp reality of governance and consensus building.

It is on this point that I have grave concerns regarding the direction and leadership as set by our current Prime Minister.

We of the Kikuzakura no Kai are not much for big speeches or flowery prose; either something is good for the people we represent, or, it is not.

So the question we ask is this; do the current leaders of the proclaimed ‘Continual Revolution’ still serve all the People of Sirta, or do they now solely exist to perpetuate their own reason for being?

I for one am shocked and appalled at the naked power grab and consolidation of authority as exhibited by the ‘Parties of the Revolution’.

Did we, all of us Sirtans, go through the pain and blood of the past few years to now be pressed again under thumb of another dictatorial few?

Is this a government for All People, or just those deemed ‘worthy’ by the Prime Minister through shared political thought?

The KNK stands for those who are concerned that the boots and guns of Greene are now replaced by those who took up arms against them; if someone kicks down your door in the middle of the night and drags you out under force of arms, does it really matter who holds that rifle?

To the other Parties of the Opposition, I implore you, let us unite and present a single front in Parliament. Let us bring temperament and balance to those who are still caught up in the days of storming through the streets.

The People of Sirta deserve nothing less.

I'm honored to accept the office of Interior Minister. It's truly a remarkable thing to not only watch, but be a part of a free and democratic Sirta rising from the ashes of tyranny.
