Sirtan Budgetary Office Bill Cost Estimates (February 3062):

Self-Determination Act – Carrying out a nationwide referendum is going to incur costs similar to that of the December Parliamentary Election – about 4.5 million in bulk.

Right to Know Act – The task of processing information requests could be given to existing employees, though hiring a new employee for each Ministry and agency specifically to handle this task may be preferable. In either case, the costs are negligible.

Police Reform Act – The creation of several entirely new organizational structures, as well as active recruitment and vetting on a large scale will likely carry significant costs. From a cursory study conducted by our office, the transition will cost somewhere between 12 to 15 million NSC. On the positive side, due to the reliance on SDF soldiers to maintain order during the transition period, the Ministry of Internal Security won’t need to pay the salaries of many of the dismissed police officers, freeing up a significant sum that can be used to pay for the transition.

Amendment to the SIRTRAK Act – No additional expenses are necessary.

Healer Amnesty Act – This is merely a modification to existing punitive law. It has no budgetary dimensions.

Several things need to happen now that there is an approved budget:

* The Prime Minister and Minister of Justice must present their selections for the Truth and Reconciliation Commission in accordance with the Truth and Reconciliation Act and Parliament needs to vote on them.

* The Minister of Infrastructure must present their selections for the SIRTRAK advisory board in accordance with the Amendment to the SIRTRAK Act and Parliament needs to vote on them.

* The Defence Objectives Committee must decide the nature of the SDF’s policing during the transitional period required by the Police Reform Act.

* The Minister of Interior must create the Care and Shelter Agency in accordance with the Care and Shelter act and decide its’ budget for the next month (at least).

* In general, all Ministers must take any and all actions they are required to by all laws, within the timeframe established for those actions in the relevant laws (if a timeframe wasn’t given, they must act “as soon as reasonably possible”). Failure to do so is considered illegal and may be grounds for the relevant Minister’s dismissal by the Constitutional Court.

This month will be over on Sunday – the 17th of December – at 12:30 UTC. You don’t have to do every single one of the above points by that time, but be aware that any actions taken afterwards will take place in the next month in-narrative (March 3062), so consult any relevant laws and decide when you want to do what.

Also, Ministers may now manage their Ministry’s budget on a monthly basis, as long as there is an approved budget for the entire government.

I have worked around and adjusted my ministry's annual budget to account for what's been required by the SISTER Act:



The noted change is obviously the construction of a CEC in a soon to be determined location. I have adjusted the budgeting accordingly with some of the grants and the closure of a defunct University - temporary adjustments until funding for our ministry can be increased to levels it previously had.

In order to get operations going as quickly as possible, have the staff start on assets in the Sard area, then in Opal, and after that at the Agency's discretion. For each area of operations, set up an SCN interface to allow homeless or nearly-homeless people to register for the program, and use targeted advertising to make sure the appropriate populations see it. Have them register as single persons or families, and get the size of the families. This'll give us an idea of the housing needs of the local population. Then, have the Agency pull the floorplans of every building on the Seized Assets List in the area of operations and, for sufficiently large buildings, divide them into "living units" of varying sizes, designed for different size families and single occupants, such that the proportion of living units of a particular size in an area are roughly proportional to the demand for that size in the initial wave of applications, with a slight preference placed on family units, as I would place a priority on helping families. Make sure that every living unit has reasonable access to bathroom facilities. Then, I want health and safety inspections conducted on every property in the seized assets list in the area, make sure they're up to code, make sure they have proper plumbing and electricity, etc. Any property needing repairs shall be held off the program until repairs can be made. Then, the living units can be furnished, and then we can start processing applicants. I expect the first citizens to be served by the Care and Shelter program to receive their housing in the first week of April at the latest.
Child Care
The situation in Child Care concerns me greatly. I'm allocating significantly increased funding for the Child Care Agency, particularly to relieve the staffing issues. In March, I want a report from the head of the Child Care Agency, breaking down the form that child care takes (orphanages, foster care, etc), the living conditions of the children, detailing the problems faced by agents in providing adequate care, and determining to what extent this increased funding is helping the situation.

And now, we get to the matter of our government's first diplomatic missions. Firstly, I would like to state that I am going to maintain the current spending for the Ministry, although there will, obviously, be a substantial reshuffling of personnel. We can't very well rely on Greene's diplomats to do our work. With that stated, I would like to proceed as follows:

To the Republic of New Frontier, I would like to send a full delegation, and more than that, I would like them to be accompanied by a team of trade officers from the Finance Ministry, with the authority to register and create import licenses to Sirta, and to discuss the possibility of foreign investment and settlement credits. The RNF is, almost unavoidably, going to be our primary trading partner, and it is imperative that we get trade flowing once again. In addition to the trade mission, and the simple re-opening of our embassy, I would like for this delegation to be our foothold for making inquiries to the Outer Alliance as a whole--for starters, I would like to request that the OA send an envoy to Sirta directly, and I would also like to express our potential interest in membership, and explore any possibility of financial aid. Furthermore, while I understand this may be... distasteful to many in our government, but Apex Industries does have a solid foothold in the RNF, and while we obviously are not nearly so influential in the RNF's affairs as our local business partners, such as Titan Technologies International, the fact that we are an established business presence does carry some weight in the RNF. With the SLRF's blessing, I would like to suggest that our delegation reach out to Janus, head of Apex's RNF operations. He is, I should disclose, an AMR of me from some years back. While he's not part of the Ministry, I believe he would be fully willing to put his business connections to work for the good of Sirta.

The Unitary State of Saguenay will receive a similar delegation as the RNF, although a somewhat smaller one at this time, for a number of reasons. Firstly, we will already be reaching out to the Outer Alliance via the RNF, and there's no need to muddy the waters by conducting the same inquiries twoce. Furthermore, while the USS will undoubtedly be a significant trading partner in the future, I do not think we are presently in a position where we need to start heavily focusing on our shipbuilding industry. Trade will be discussed, as a matter of course, and because I would send a Finance representative here as well, but this is longer-term. In the shorter term, I believe the USS would be rather sympathetic to our current situation and to some extent the ideology of our leading party, and as such it is here that I would most like to discuss the possibility of foreign aid. There would be a price to pay, in the end, but I have hopes that they could be accommodating.

The Kingdom of Hesperides is another nation that Apex has dealt with in the past, in some capacity, although I would not say that presents nearly the same advantage that it does in the RNF. For this delegation, in addition to the diplomats from my own ministry and the Finance representatives, I would also like to recruit some industry experts from Sirta's biotechnology industry to . The Hesperides were some of our most prominent investors, and while the Greene administration saw fit to let that rot like it did everything else, I think that with the proper pitch, we can show them that we are positioning ourselves to re-establish our prominence in the research world. Where other missions are aimed to deal with our governmental money shortages, here I would aim to get our industry the cash infusion that it so badly needs right now.

Finally, the SRECC... they pose... something of a challenge. This will, unfortunately, have to be a minimal delegation, in part for budget reasons, but also because I can't make any guarantees as to what diplomatic presence, if any, they will allow us to have. The fact is, our purpose here is largely to inform them of the changes of Sirta's government, express our interest in re-establishing trade and pursuing investment, and hope for the best. I understand that that might not be the most satisfying or reassuring thing to hear from your Minister of Foreign Affairs, but the simple fact is that this is the best we can do with the SRECC.

Unless there are any objections or additions, this is the plan.

As Leader of the Opposition, I would like to put at question or two to the Minister of the Interior: What is the market value of the properties being repurposed by the Care and Shelter Commission? For that value, how many lower-quality properties could be acquired by the Commission for it's use instead?

There's no denying the fact that the properties seized from Greene's lackeys are more luxuries than the standard residence: While I don't question the Ministers aims at aiding the homeless, I wonder if the insistence on the ironic justice of housing them in the properties of the former regime is getting in the way of helping as many citizens of Sirta as possible.

Before answering this question, I should note that very little property has been sold in the last few years thanks to the current depression, and these values are, as a result, highly speculative. The total value of all residential properties managed by the Care and Shelter Agency is 45 Million NSC, with a median value of 70,000 NSC. As for how many lower-quality properties could be acquired for that price, it's highly variable, depending on location and just how "lower-quality" the properties are. For instance, a single-family home intended for median-income people in Sard costs approximately 14,000 NSC, so we could buy over 3200 such homes with that value. Meanwhile, a 100-apartment building in Opal intended for rent by people of 20th-percentile income costs about 16,000 NSC, so we could buy over 2800 such apartment buildings. A single-family home in any given rural area intended for people of 20th percentile income costs about 6250 NSC, so we could buy 7200 such homes.

So, yes, the Care and Shelter Agency could house many more people if it divested itself of its expensive properties, however, in this economy, nobody is buying expensive properties. These properties would sit on the market for years, being of no use to anybody in the meantime. The need for this program is urgent, and its beneficiaries can't wait for the economy to get better first.

The Community will staunchly oppose any and all attempts to open up diplomatic relationships with the Kingdom of Hesperides. Is there monarchy not unlike our very own Greene or Vallstein? Will our trade not enrich the coffers of oppressors? Immortal rule by immortal lords, processors running hot scheming of ways to extract wealth and labor from its citizens, and turn them into obedient automatons?

And what of the "Republic" of the New Frontier? Theirs is nothing but a husk of a Democracy run by corporations and gerontocrats. Do we want our wealth and intelligence to go towards propping up that regime?

We are wary of the Unitary State of Saguenay and the SRECC, but will reserve further judgement until we know more about those nations.

However, unfortunately, times are not ideal, and while I have not made much study of our neighbors, with my attention on more terrestrial concerns, I believe that for now we should allow our dear Foreign Minister to attempt his business as best he can. Should he prove unfruitful, or should Comrade Luxemburg indicate otherwise surely we can revisit the matter, but each duly appointed official of government deserves the chance to pursue their portfolio to the utmost of their talents and abilities.

To all the fine people that work hard to keep the Sirtans healthy. I thank you for all the care you have put in during these difficult years. Both to those who took care of the resistance, and to those who looked after those who remained under Greene's authority. Some of the latter might suffer scorn, but know that I share none of that, even though we were on opposite sides. Would Sirta be better off if all the doctors would have joined the rebel sides? Certainly, the victory would have come sooner, but the population in the cities would have suffered immensely. We are all doctors, nurses, healers. And we should know better than most, that wounds must not be allowed to fester.

On to the matters we face. It is no secret. We wish there were more of us. Some died. Many left. Few were trained these last years. The cities and the rural areas both are yearning for more doctors, but there is no place that I can remove doctors without causing immense suffering. For now, I intend to leave most doctors where they are. A city doctor and a rural doctor have both experience in their area, and to move them is to waste that experience.

We do have new funds. I'd like to spend these as such.

A third of the additional funds will go towards a Vaccination program for the rural areas. With our lack of resources and workforce, anything that can prevent disease is a blessing.
A third of the additional funds will go towards a vaccination program for the cities: As above, I want to make sure that we're catching up to any delay there.
Another third I would like to go to a review of the patients in our mental institutes. Some political prisoners are freed, but not all of them were so visibly imprisoned for 'treason' Some of them were instead falsely diagnosed and locked up as madmen. I would not wish to be the minister of health who unknowingly continued to work as Greene's warden.

Our Ministry only reduced funding to one particular field of research, regarding Societal Modeling. It was adjusted when we learned that we could scale down the funding and still receive results in research for a field that was receiving nearly 6 times the research funding as the cheapest funded one.

This changing in funding is solely due to our Ministry's severe lack of funding across the board for grants, public and higher educational facilities. I am less a Minister in this case and more of a Triage Nurse, focusing on whats needed most for the citizens of Sirta to survive and function in the short term. I assure you that once we receive funding at nominal levels we will ensure that research grants get the proper funding they deserve, but the people need to work, and to work they need practical knowledge first.

Minister, such a conversion will essentially amount to the establishment of a new university with an entirely different focus. Due to the severe shortage of qualified medical personnel in our country, as well as the harsh living conditions in Opal which led to the decline of the State University in the first place, we aren't certain that something like this could even be accomplished at this time. Even if it could, it would require an immense upfront investment of at least 13 million NSC and a further 2.5 million NSC per month. Again, even if you supply the funds, such a project's chances of success are low.
