Child Care Overview (April 3062):

There are currently 7 orphanages in Sirta, scattered across all of the cities. Conditions in each are fairly poor, with shortages of staff and extreme overcrowding being constant factors throughout the last four years. Until the recent increase in funding, many orphanages lacked access to basic medicines and hygiene products, resulting in crippling periodic outbreaks of what would otherwise be fairly minor diseases.

In addition, due to the dire state of the economy, very few families can afford to adopt or foster any new children. Worse still, of the ones that choose to do so, many only take in teenagers, with the expectation that they will take on several part-time jobs and act as a much needed additional income source for the family. Many of these teenagers eventually end up involved with organized crime.

As for children in abusive families, due to the unreliability of the police, plenty of abusers were easily able to simply scare away Child Care workers with threats of violence.

These and other factors have led the employees of Child Care to develop a pervasive attitude of cynicism and indifference to the children under their care, as any other attitude is unsustainable in the face of such dire circumstances.

The recent injection of new funds was vital in securing much needed supplies and an expansion of staff for the orphanages, but this alone is far from being sufficient. Prospects for improvement are dismal without some sort of radical change in government priorities.

Long time no see.
It is the morning of the 28th of April, and the streets of Sirta's cities are filled with people. They are headed for their nearest polling locations, eager to take part in today's referendum. Despite an increased number of soldiers patrolling the streets, the air is full of the same unguarded optimism and unrestrained hope that showed themselves during the acceptance ceremony and last year's election. It is a much needed break from the usual atmosphere of uncertainty and isolation that is ever present on these streets at most other times. This referendum might hold fairly minor significance, especially compared to the events of the last two years, but it represents much more - a testament to a government acting based on the desires of the people, rather than for their own enrichment. It is a public event that reminds many of the monumental changes that have already been accomplished as well as shining a light on the path towards a brighter future, a welcome respite from the countless troubles and fears that ail most Sirtans during their everyday lives.

In each settlement, the ballot reads: "Should the officially-recognized local government of [settlement name] change to the People's Assembly model, as defined in the People's Assembly Act, or remain the previously existing Representative Democratic model?"

While most rural settlements are expected to vote for a People's Assembly model, the outcome in the cities is less certain. The prospect of direct involvement in local government may seem alluring to many, but others may feel that they have neither the time nor the capability to devote to governance, so the new model would diminish their influence when compared to having representatives working to live up to their expectations. Almost no polling was conducted ahead of the vote, so neither outcome is implausible.

So, this our first referendum in the game, and it's a local one! This is going to work as follows: everyone can vote for either option on the ballot, but they need to specify which settlement they reside in. Since Sirtans, in general, are not really mobile, you will remain a resident of this settlement for the purposes of any other local events/elections/people's assemblies for at least two in-game years. So, if you say you live in Opal, this is where you will keep living for the near future. Aside from the cities mentioned in the Sirta Overview linked in the first post, you can be a resident of the following rural settlements: Nielsen's Hill, Lucky Break, Panorama, Lavintia's Mark and Prosperity. If you want any details about one of them, don't hesitate to ask.

The referendum will run until Friday - the 5th of January - at 14:30 UTC, and the next month is going to begin soon after the results are announced, so any Ministers that want to do more things this month, please take note.

Organized Crime Overview (April 3062):

If there is one thing Sirta has no shortage of, it is organizations whose entire purpose is facilitating criminal activity. They come and go, some having existed since before Vallstein first came to power and others coming into being as recently as a year ago. There are far too many groups and establishments to list here, so this overview focuses on the major ones.

* The Old Cartel – A group that traces its’ history from humble beginnings as small-time smugglers in the decade following Sirta’s declaration of independence to the near-unrivaled juggernaut it is today, counting an estimated 125,000 members among its’ ranks. It deals primarily in illegal drugs and human trafficking, both within Sirta and with foreign groups. Aside from the CLF and some local gangs, not many dare to openly oppose them.

* The Chappell Family – An insular clan bound by familial ties and personal loyalties. It controls many of the casinos, brothels and illegal drug labs in the country. It also owns stakes in many financial companies. Rumored to have had a personal understanding with Greene. People who gets on its’ bad side tend to disappear.

* The Special Exchange – An underground financial market that facilitates trade in illegally acquired commodities, products and company shares as well as money laundering. Many “independent” criminals such as smugglers and assassins offer their services there. According to some unverified rumors, it also deals in slaves.

Local Government:

According to the constitution, local governments are “responsible for determining local laws, programs and initiatives not provided for by the national government and Parliament”, meaning that, in theory, they have a fairly wide array of responsibilities. In practice, due to widespread corruption within existing municipal administrations, the transitional government has neutered them, while the rural settlements were ruled by the CLF in all but name.

After the referendum, the situation has changed. Many settlements, including the capital Sard, have chosen to adopt the People’s Assembly model of local government, drastically altering the concepts at play – every resident can now directly participate in governing from the comfort of their home by connecting to the Assembly’s SCN channel. Even the cities that chose to retain the old model were altered – the old model now enjoys a democratic legitimacy that it clearly lacked during the previous administrations.

With all that said, the national government provides most utilities and services, especially since the dissolution of the municipal police forces, so the role local governments have to play is less clear than in other countries. In essence, barring any new legislation from Parliament, it is up to each local government to determine the scope of its’ own powers and responsibilities.

Mechanically, this means the government of each settlement may do whatever it wants, as long as it doesn’t contradict national laws and it has enough funds. In the absence of any extra funding from Parliament, the primary income source for each settlement is the taxes they decide to put in place. Essentially, local governments can be molded to occupy whatever role you want them to.

This is a great opportunity for players that aren’t MPs to actively engage with the game. Though, obviously, MPs may also participate where appropriate. As a reminder, you can choose to reside in any of the following locations: Sard, Opal, Topaz, Sapphire, Amber, Peridot, Nielsen's Hill, Lucky Break, Panorama, Lavintia's Mark and Prosperity. Once you do so, you will remain a resident of that settlement for at least two in-game years.

When it comes to People’s Assemblies, any resident of the settlement (meaning, any player that sets the settlement as their location) may propose anything for the Assembly’s consideration. Any proposal needs a simple majority of the vote to be approved.

In June of this in-game year, local elections will be held in all the cities that chose the Representative Democracy model in the referendum. Only residents of those settlements may vote in these elections.

The drafting and voting phases are the same for all local governments as they are for Parliament.

In the meantime, I'd recommend maybe taking part in a local government position? You can't actually be seated in Parliament until the next election (unless AFQM will let you take over an NPC), but I'd hate for new posters to be excluded for years still.

Registering to play as Denver Axo, influential Citizen (some say its First) in the rural settlement of Panorama. Axo was the former, now-retired, head of the CLF in the region, and is known as an honest and prudent organizer. Following the death of his mother shortly after the revolution, he resigned his commission in the CLF to head his family's fashion house, Axo's. The business, which produces high-end clothing, perfumes, and accessories, has enjoyed a recent run of success as Denver's CLF-inspired fashions gained a following in a population eager to display its Revolutionary taste. Axo's factories and stores employ a plurality of Panorama's population, and Denver himself wields an accordingly outsized voice in the community. Most are happy with the relationship, though, since the recent boom in Axo's popularity in the big cities has also seen their wages and benefits increase.

In 3062, Denver is 30 years old.

Panorama Overview (May 3062):

Named for the breathtaking view of the surrounding valley visible from any point in the settlement, Panorama was established in 3018, only 6 years before Sirta declared its’ independence from the Solar Union. Initially founded as a small resort town, it has grown rapidly as several niche fashion, furniture and handicraft businesses moved their operations there due to rising living costs and crime in the cities.

However, like other rural settlements at the time, it soon developed several homegrown gangs that plagued it for over 30 years. As the economy collapsed under Greene’s administration, Panorama experienced severe shortages of food and other essentials, while much of the aid intended for its’ residents was delivered to the local gangs instead, as a result of widespread corruption at the lower levels of the SDF. This allowed the gangs to exert even more control over the town.

Eventually, many of the residents bound together and formed a local militia to oversee the distribution of basic goods and deal with the gangs. It wasn’t long before this militia violently clashed with the SDF, subsequently joining the newly-formed CLF. While the two and a half years of insurgency weren’t pleasant for the residents of Panorama, they now enjoy relative calm and stability under the CLF, which dealt with the gangs long ago and is seen as the source of the recent success of Axo’s, a local fashion house.

Panorama has a relatively sizable population of 18,000. It isn’t connected to the national power grid, instead relying on a combination of wind farms and hydroelectric power generated from the local river. It remains inaccessible by train until the promised SIRTRAK repair project gets underway.

Prosperity Overview (May 3062):

Having been established in the late 2990's at the base of a mountain on the western edge of the peninsula, Prosperity was once a rapidly developing mining town. But most Sirtan manufacturers have ceased using their metals long ago in favor of more readily available resources. The town's relatively isolated location meant that once the mining industry declined, there was nothing left to replace it. Over the past decades, the town has gradually shrunken in size as most young people and skilled workers left it behind. The town's decline was already well underway by the time Greene took over the national government, and his disastrous economic policies only accelerated what many say are Prosperity's dying breaths. While the revolution has injected new hopes into the residents' minds, few think that the town can ever live up to its' name once more.

Prosperity is one of the very few rural settlements that haven't joined the CLF in its' insurgency. In this case, the reason was Prosperity's remote location. Order is currently maintained by an independent local militia, ostensibly under the authority of the new government's loosely organized Militia Union.

Prosperity's current population is 1,200. It is unconnected to the national power grid and relies on solar power for its' energy needs. It is almost entirely self-sufficient, albeit extremely poor. The only way to reach it is by air, and there is a single public transportation vehicle that stops there twice a week, acting as most residents' only connection to the outside world.

Thanks for the rail map, that's extremely helpful. I'm assuming that the SDF bases are already government property, is anything else on the map already government owned? I think we'll pay full price for anything in green, and then declare everyone else in dereliction of their duty to safeguard critical infrastructure or whatever and just nationalize it. Maybe pay reduced price for yellow, but we sure as hell ain't paying poo poo for red and black.

Anyways, yeah, is everything privately owned by big corporations besides the SDF bases? I'm thinking that we might make exceptions and give good rates to local governments, especially in the rural areas, but corporations with lots of resources who neglected our infrastructure anyway can get stuffed.

Long time no see.
Everything is already nationalized now, as a result of the SIRTRAK Act. The only thing left to do on that front is to pay monetary compensation to the previous owners, which were all privately owned government contractors when it comes to the trains and tracks, and the local governments (which no longer exist) when it comes to the stations.

We feel honored that our hometown, the capital of Sirta, has decided to be at the forefront of this revolutionary way of governance, direct democracy. Granted, we have much more work ahead of us, and the rest of Sirta has eyes on us, not to mention other people across the systems. So let us make this show as entertaining as possible!

As we have decided to take the reigns of political power and collectively wield it together, I think it is reasonable for us to look into claiming ones regarding social and economic power as well. Therefore I am calling for unions and businesses together to, at least for now, voluntarily start transitioning their businesses into worker owned co-operatives, where the workers, much as this assembly does, makes business decisions together. Let us find models that boost productivity and profit for all, and not just an owner. With a workforce that shares in the profits of the company that they work for provides more wealth for that worker to spend than one who collects most of the profits.

Additionally we should also reach out to rural settlements and look to see what they are needing, and whether our factories and industry can accommodate what they are needing, in trade for what Sardines need most. To find out our own needs I call for a committee to be formed to gather input from this assembly about what necessities or wants we are missing. Any decisions to act from this information would be decided upon the assembly, of course.

In Panorama, the years of stagnation under gangsters, bandits, and SDF thugs had resulted in a total collapse in the region's local government. People learned how to fend for themselves when it came time to repair local infrastructure, clear land for farming, and develop work schedules that allowed crucial services like schools and hospitals to function. Neighborhoods and hamlets developed basic community agricultural plots and distribution networks to stave off starvation when the rail line was severed to Sard and the spaceports. When news arrived that Greene's successor had been overthrown, there was little enthusiasm in a region that assumed the local municipal government would continue to fail to meet anyone's needs. When the news arrived that the local municipal government was now legally abolished and that it was up to the Panoramans to pick up the slack in any way they saw fit, the news was met first with shock and then spontaneous celebrations and pro-Revolutionary processions.

The leaders of the food distribution networks, work teams, schools, hospitals, local merchants, and representatives from the region's largest employer, Axo's, met with the remnants of the now-abolished city government - a handful of railway station and air shuttle workers, utility administrators, and a 100-strong CLF garrison - to decide what to do. Surprising everyone, it was the owner of Axo's that pushed for the most dramatic reshaping of the town's self-governance. The ad-hoc body drew up several decisions and proposals to be presented to the community in a formal vote at the end of the month, though the immediate positive feedback the plans received indicated the scheme would pass by an enormous margin. Everyone claiming residence in the region over the age of 16 would be able to vote on the proposals, and a three-day holiday was declared for the occasion to boost turnout for the plebiscite. Voting is as simple as logging into the specialized channel and clicking "yes" or "no" to any proposal.


The ad-hoc body that drew up the proposals declared itself as the Panorama Regional Government, and the People's Assembly would inherit the name if its proposals passed.

The main points proposed were:

- In accordance with the People's Assembly Act, the Panorama Regional Government, consisting of the votes of every resident above the age of 16, is now the legitimate ruling body of the town of Panorama and its surrounding valley, and claims all powers and responsibilities not provided for by the national Parliament.

- In accordance with the will of the PRG, all government actions, purchases, and edicts are to originate from and be legitimated by the direct votes of its citizens, requiring a simple majority to pass. A proposal will be available for public consideration for three weeks before it is voted on.

- To assist with self-governance, a 30-person advisory committee chaired by Denver Axo will provide commentary and suggestions when requested on subjects falling under its expertise. The committee is made up of the heads of local schools, hospitals, energy and transportation utilities, the CLF garrison commander, and elected leaders from the region's ten largest businesses. The advisory committee chair has the power to waive the standard three-week consideration period for any proposal. The advisory committee chair position will be up for re-election every two years, and anyone meeting the regular voting requirements is eligible for nomination.

-In accordance with the will of the PRG, the ownership of private property is abolished, effective immediately. All former private property is held in a common collective management fund owned by the PRG, and all businesses are directed to vote on their own wages and structures, with all employees given a single vote. The PRG is now the sole "owner" of all businesses and land. A special committee will hear claims for compensation.

- To ensure an adequate standard of living, the PRG is responsible for determining the material needs of its average citizen, and producing food, medicine, education, security, housing, clothing, and entertainment to meet these needs. Only after these basic needs are met are surplus commodities to be exchanged on the market.

After exhaustive debate, a number of riders and suggestions were also included. Some were as insignificant as requesting a ruling on whether a tree belonged on one claimant's land or his neighbor's, but the most important were:

- To honor the revolutionary spirit and commitment of the people of Panorama, Axo's fashion house and all subsidiaries are to be turned over immediately to the control of the PRG with no compensation claims to follow. In addition, Denver Axo pledges a $100,000 gift to the PRG to fund expenses.

-To dispatch a delegation to the Sirta Biotechnological Institute to offer a $100,000 grant, which will fund a Panoraman Agronomy Research Institute in a campus in Panorama. Several abandoned buildings near the region's largest farming hamlet have been ear-marked as a useful site.

-To task the heads of the PRG's agricultural firms with volunteering labor that will give every neighborhood and hamlet their own vegetable gardens, either private or community, so that the threat of starvation can be further reduced.

- To decree that no one is to work more than five days a week, or more than seven hours a day, in any industry deemed non-critical by the PRG. An exemption may be secured by paying an employee up to four hours of overtime each week, with the employee's wages tripled during these hours.

-To dispatch a delegation to Parliament to request 1) the immediate repair of the rail line to at least a functional state 2) development grants and discounts on industrial machinery to encourage the replacement of Panorama's reliable but aging industrial capacity and general industrial growth.

-To dispatch a delegation to the government of Opal, which will attempt to persuade the city to encourage emigration to Panorama among overcrowded or depressed neighborhoods where additional housing is not a viable solution.
