This is actually one if the many things I cannot comprehend from the US flavor of law-enforcement. "The suspect is responsible for every other incident caused by the law-enforcement in the process of capturing the person".

So you basically give a full pass to act like complete idiots to the law enforcement officers, when they are in pursuit of (otherwise possibly relatively peaceful) offender?

I once read about a burglar who got life without parole, because one patrol officer pulled in front of a semi on a highway in an attempt to make a blockade for a non-speeding suspect. How is that legal, or in any way fair punishment?
