The best in 1980s firefight simulators!
Phoenix Command is a 1986 tabletop skirmish wargame/roleplaying supplement by the now-defunct Leading Edge Games. It boasts a philosophy of extreme realism and invites you to compare what it's like to eat a gun in Phoenix Command and those other roleplaying games. It achieves this realism by tabulating the output of a computer programme for wound ballistics simulation and the result is frequently used as an example of realism gone mad.

I think it's fun, though!



In addition to 100% grog infantry simulation, there's also supplements for animals, artillery, vehicles, and hand-to-hand combat. It operates on a scale of 2 yard hexes and 2-second phases broken down into half-second impulses. Bullets have flight times, characters have multiple stances, guns can be aimed for variable amounts of time and at different hit locations, and vehicles can do everything from lose a track to catch fire and explode from hits by anti-armour weapons.

Like Phi's old LP I'll be handling the rules side of things and the minute details of running this bloody thing, while you will decide on purchases, missions, plans of action, and other broad strokes.

The Story So Far...
The year is 20XX and under the initiative of someone who's been re-reading Rainbow 6 one time too many, the US spearheaded the First Allied Combined Commando Troop, a unit of elite special forces from all the countries in NATO and its allies. Drawing on the expertise of all its component nations, FACCT can provide the highest level of military skill in politically difficult situations and coordinate multi-nation task forces in rapid response, deep reconnaissance, and commando actions. FACCT has an illustrious history that stretches back to the No. 10 (Inter-Allied) Commando, the soldiers that would go on to found most of the commando groups in Europe, and can boast some of the best operators from such groups as SFOD-D, Navy SEALs, Special Air Service, KCT, KSK, SFG, SSG, Dragons, COMSUBIN, and more!

At least that's what the pitch was. In reality nobody are willing to send their best operators off on a useless PR stunt that can't be sent on missions with even the slightest hint of political tensions. Instead, FACCT is staffed by troublemakers, special forces drop-outs, second-rate operators, and support staff that are pawned off on it to shut up the politicians. That's where you come in: FACCT needs guides, operators, and other next-generation specialists. Give me a name and you can be one of FACCTs GOONS! Well, at least the first ten of you. The rest will be GOONS-Reserve and support staff until you can convince NATO that they should expand your capabilities.

Your Character And You
Characters in Phoenix Commandare defined by a surprisingly low number of attributes and skills. These are:
Attributes
Strength (STR), determines how much you can carry without being slowed down. It also determines how good you are at controlling automatic fire. It also increases your throwing distance and damage in hand-to-hand combat.
Agility (AGL), determines how fast you are. The higher your agility, the more often you can act in combat. It also increases throwing distance and damage in hand-to-hand combat.
Health (HLT), determines how much damage you take. The higher your health, the higher the chance you'll survive grievous wounds.
Intelligence, determines your reaction speed in combat. The higher your intelligence, the faster you can aim weapons, react to threats, and learn new skills.
Willpower, determines you will to fight. The higher your willpower, the greater the chance you can continue to fight even after taking grievous wounds.
Secondary Attributes:
Leadership (LDR), a measure of your ability to command others effectively.
Motivation (MOT), a measure of your willingness to learn.
Size (SIZ), a measure of how large you are. This doesn't really do anything.
Teaching (TCH), a measure of your teaching skill. The higher your TCH, the better you are at teaching others skills you know.

Skills
Gun Combat: A measure of your skill at personal infantry combat. This determines how fast and accurate you are with firearms.
Grenades: A measure of your skill with thrown weapons. This determines how accurate your throws are.
Indirect Fire: A measure of your skill with grenade launchers and mortars. This determines how accurately you can bombard an area.
Close Quarters Combat: A measure of your skill at armed and unarmed strikes and grapples. This determines how fast you are and how often you hit and get hit in CQC.
Medical: A measure of your skill at providing first aid and trauma medicine to wounded characters. This determines the level of medical aid you can give, and the probability that your patient dies.
Forward Observer: A measure of your ability to quickly and accurately call for artillery and close-air support. This determines how long it takes to call for fire, and how accurate it is.
Artillery Operation: A measure of your ability to land shots at a provided location with artillery. This determines how quickly, and how accurately, you can bombard an area.
Tank Gunnery: A measure of your ability to aim and fire tank guns. This determines how accurate your shots are when using a tank's main gun and coaxial weapons.

Attributes are rated 3-18 in regular human beings. Skills are rated from 0 to 20, with 0 being untrained and 8 being a highly skilled expert.

There's also a number of important derived stats, because this game is peak 80s:
Base Speed: Determined from encumbrance and STR.
Maximum Speed: Determined from Base Speed and AGL. You cannot move faster than this value.
Shot Accuracy: Determined from Gun Combat skill level. This determines how accurate your shots are.
Intelligence Skill Factor: The sum of Shot Accuracy and INT. This determines how likely you are to get hit in combat.
Combat Actions (Firearms): Determined from Maximum Speed and Intelligence Skill Factor. This determines how often you can act each turn.
Knockout Value: The product of Gun Combat skill level and WIL. When you're wounded you compare the damage to this value to determine whether you're taken out of the fight.

When engaged in hand-to-hand there's also:
Combat Effectiveness: Determined from CQC skill level.
Agility Skill Factor: The sum of Combat Effectiveness and AGL.
Combat Actions (CQC): Determined from Maximum Speed and Agility Skill Level.

Wounds
If you're lucky, this field stays empty.

I rolled up the first squad of the troop. Meet Alpha Squad:


You've all got the following basic competencies:
Gun Combat 5
CQC 4
Grenades 3
Medical 3

Honoré Tatham, as the person with the highest Leadership attribute, is automatically assigned to the position of Squad Leader.

Values of note are:
Accuracy-Firearm-MA: This is a multiplier to how closely grouped shots with automatic weapons are. Carwash and Hugh Mann are best-in-team, Sticky is worst.
Actions-GUN: How many actions you can take in a 2-second turn. Steady Hams and Mann are fastest, Fyksen is slowest.
Defence-Evade: How good you are at not getting shot. Fyksen, Hams, Mann, and Carwash are all pretty good at this, Tatham is not.
Throwing-Range: This is a multiplier to how far a grenade can be thrown. Tatham, Hams, Radec, Anderson, and Frankenstein are the squad's best throwers, Fyksen is the worst.

I'm beyond chuffed that Sticky has actually turned out really scrawny, it's nice when nicknames post-justify themselves. Definitely don't put them down for anything larger than an FNC though, worst-in-class automatic weapons handling and rubbish speed mean that they're going to have to travel light.

Su Chen's maternal grandparents fought with the Kuomintang in the Chinese Civil War. His paternal grandfather served as a pilot and shot down MiGs in the Second Taiwan Strait Crisis and his father fought in the China-Burma border campaign and hired on as a mercenary with a CIA unit during the Vietnam War. Su Chen has continued this tradition of fighting the red menace by joining the Republic of China Marine Corps. He is a stern and silent but passionate soldier who has risen to the rank of gunnery sergeant in the ROC marine corps where he serves as an assistant weapon instructor to the ARP.

Trauma Surgeon



Tiller is an experienced trauma surgeon with several years of experience operating on wounded marines in the Middle East. He can provide Field Hospital level care to your soldiers at your main operational base. This skill comes at a rank; between his own pay and the several nurses that are required to assist him, he counts as two staff members. His dossier notes he's not a very good teacher.

Erika Mackenzie, Civilian Contractor
Armorer



Mackenzie is a Canadian subject and trained machinist. She moved to the UK in 2015 and tried to sign up with the 21st Special Air Service Regiment (Reserves) (Artists) but broke her femur and sprained her ankle in a fall. The SAS has recommended her to you, probably as a joke - her dossier notes such things as "sings old Smokie songs loudly when showering" and "won't stop talking about weapons ever".

Forward Aid Post



From talking with Guzman, one wonders whether she'd not be better suited for breaking bones than mending them. She's harsh, cold, looks like someone killed her cat at the best of times. Once you get past the parts about "borderline insubordination", "irreverence", and "denying TV access to sexist patients", it praises her skill as a combat medic. She's a good teacher and an expert at setting up forward aid posts near combat zones. Guzman can't provide as good aid as Tiller, but she can provided it sooner. If you have both Tiller and Guzman, their effects are cumulative.

Master Sergeant Mary Aliya Al-Balawi, OR-7
JTACS & FO



The Al-Balawi family immigrated to the US after Desert Storm. Mary Al-Balawi graduated high school with a 4.0 GPA and college with a dual major in communications technology and flight engineering. The US Air Force recruited her in shorter order and trained her as an air forward observer. She graduated top of her class in the JTAC Qualification Course and JTAC Instructor Course. For the past two years she's been an instructor at SOTACC, training Green Berets in calling in airstrikes.

Warrant Officer Yejide Abiodun, OR-8
Counter-Insurgency



Abiodun has spent the last 10 years as platoon sergeant in Nigeria's 241 Recce Battalion, with most of that spent fighting against Boko Haram. She has several commendations for bravery in combat.Her dossier recommends her to you as skilled in counter-insurgency and weapons handling, and notes that the Nigerian government very much wants to say that their recce battalion are training with the creme de la creme of Western special forces.

Corporal of Horse Abigail O'Brien, OR-6
Sniper Instructor



O'Brien is the best at what she does and she knows it. She grew up in Stoke Country during the tail end of the Troubles and moved to London to become a graphics designer as soon as she could. Unfortunately she wasn't the best at being a graphics designer and signed up with the British Army, which was recruiting heavily at the time. She discovered a talent for shaprshooting and in short order completed the HDPRCC sniper course. Her unit commander notes that he'd be glad to get rid of her, because she was barred from the Sniper Commanders Course and has been nothing but trouble since.

Sergent Sylvestre Robert Charron, OR-5
Demolitions Instructor



Born in Bouches-du-Rhône, Charron showed an early interest in chemistry and singed his eyebrows off at the age of 13. Following his calling, he became a sapper in the 13th Combat Engineer unit of the French Army. His dossier notes that he's very skilled at blowing bridges up, and far less so at putting them together. There's a few notes attached to his dossier talking obliquely about "the scandal", but none of them say what it is...

Order the above in descending order of priority. This will be used to form a Borda count of your preferences, and the four highest candidates will be selected as staff. If Tiller is in 1-3 place, only three candidates will be chosen. If Tiller is in 4th place, he will be replaced by the 5th candidate, as your budget doesn't stretch to him.

At this stage our unit is a rag-tag bunch of screw-ups that make the old Canadian Airborne look like the SBS. As a result, there doesn't seem to be a lot of point in blowing fat stacks of cash on Tiller and trying to keep people alive yet. Besides, it gets the reserve-list guys a better chance!
