With Charlotte (Figure 8, though Natural Selection was more her finisher in NXT), Sasha (Bank Statement), Becky Lynch (Dis-arm-her) and Bayley, it was an interesting match in this way.

Well, there's a market for pro wrestling. Most people want to give money to the mainstream option (this is basically true of all media), and all other promoters are somewhere between having the massive problem of going from a small business to a medium business (1,000 seat arena to 20,000), and ludicrous levels of incompetence (ECW, WCW). The market situations, being smart in the 80s, and having incredibly stupid opponents is what has made McMahon rich.

Like, guys don't tap out in MMA because the move hurts, they tap out because if they don't they will suffer a career ending injury. You can't gut your way out of an arm bar. If its in, you tap or snap.

If WWE started selling submissions as essentially career destroying moves instead of "stuff that hurts real bad" it would serve them well

Reminder that Owens has been in 1 continuous storyline for like 9 months mostly due to McMahons. Sure AJ has dipped in and out and it switched from US Title to WWE Title but it's literally been 1 storyline. That's after 2016 where he wrestled a grand total of like 4 people for 40+ shows (Roman, Rollins, Sami,... im sure there was someone else). Even just the "Owens mad at Shane" part has been a solid 6 months. Owens needs out of this eternal McMahon feud limbo. Even if this led to Owens and Daniel Bryan vs Shane and Kenny Omega in a TLC match it wouldn't be worth it.

When Vince decided tapping out is what weak people do. So probably around the start of Cena's The Guy push

What I'd say is actually the stronger suggestion is that pass-out finishes should practically always be followed by an injury angle, selling the idea that there are actually consequences for a stubborn refusal to tap out. If you're consistent on that front, then tap out finishes become something you can justify with the idea that "I was beat, I knew I was beat, and I didn't want to have to spend six weeks or six months rehabbing an injury because I was too stubborn to admit it. I'll spend that time getting stronger instead of getting healthy."

If you pay a price for the pass out finish, it'll normalize the tap outs, and it keeps those pass-out finishes for big drama moments.

There's great babyface material to be mined from tap outs, but WWE seems particularly bad at that.
