That's exactly how it's designed. The creator clarified the point on Reddit. The bottom is meant to move like a needle, just showing the change in the ratio year-by-year.

At least one artist launched their career from it. I don't know if you could become an artist from their course, but if you did all the lessons you'd probably end up with the technical skills involved.
