Most states have laws similar to PASPA so it's not just wide open yet. States are going to legalize pretty quickly, imo, though. I expect NJ to have laws out first closely followed by NY.

He's 6'2" and he beat dudes like Monson and Overeem, so I wouldn't say that him being undersized is necessarily a problem. Literally every other conceivable reason is a problem, but his height's fine.

Even in Iowa, the news today from the governor and the state legislature is that they expect to pass legal sports betting laws next year with huge bipartisan support. You might be screwed if you live in Utah or something, but in most states its hard to pass up something that will bring in more money.
