They have their lackeys (or in some cases spouses) do that work while they're out of town. If you are a 500 starter there is a 0% chance of staying in Indy on this day, so they preplan everything and find people to carry it out while they're gone. I'm still not 100% convinced that the speed difference was really a Chevy / Honda thing, and not a "Penske and ECR have figured out trimming out the new aerokit better than everyone else" thing. It's not like anyone is going to be that trimmed out during the race, nor will anyone have that much clean track in front of them, and the tow-speeds are damned close.

The Chevies have a little more in the top end, while the Hondas are more tractable. At the end of the straights the Chevrolet cars were faster.

I also feel like the Chevies reacted better to the extra boost, which is now gone again. The Honda's have been fast in group practices. I don't think the win will be determined by engine builder at the end of the day, all of the teams are comically struggling with the front end in the draft and I think how you deal with that will be the deciding factor. Speaking of that, I would not be surprised at all if track position ends up being key all day.

To be fair, that's the case for just about every 500. 2016 could have been Munoz instead of Rossi if Munoz hadn't been in fuel saving mode and had just run harder earlier knowing they'd have to pit, instead of trying to fuel save and change strategy mid stint.
