When they had cars in Arizona people said it didn't count because Arizona is flat and dry and full of open roads so it's basically the same as self driving cars being fake. It's probably intentional to move to working in cities that are known to be difficult.

Uber has had their autonomous cars in Pittsburgh for at least a couple years now. The news isn't that they're testing autonomous cars in Pittsburgh it is that they are starting back up their autonomous cars after they ran over that woman and they are starting with Pittsburgh

some parts of the road there is really clear places to cross that aren't crosswalks, but there is also a bunch of places you are stepping directly into traffic from behind a tree, it's probably pretty impossible to say at this point if it is or isn't uber's fault.
