(I suspect this is what killed the Highlander and Stargate deals with them, too expensive to get the actors compared to how much of the finished product was selling.)

I watched the whole thing out of the corner of my eye (because that's about the level of attention required), and no they're playing it like they're going to do multiple episodes. Which, given the production schedule for episode one, means they'll have to regenerate the mid-regeneration doctor before they're through.
