I thought Bubble Girl was fine, especially since she was introduced alongside the pinnacle of Horikoshi's creativity: "Guy in suit who wears glasses." (Nighteyes a great character don't kill me please.)

Nighteye's design actually makes a lot of sense. He's all about comedy, so dressing up like a serious business man is kinda the joke. He also went all out with it using weighted stamps etc.

That's kind of a perfect example, though. Like, he's Man In Suit, but the exaggerated, stretched out look plays with the plain suit to make him look ridiculously stern. It plays into his fight style, it exaggerates the joke of his weird sense of humor, it makes him more intimidating to Deku. His look comes together really well. Meanwhile, Bubble Girl is just kind of... there.

She also used her power like one time to blind a guy temporarily. When Nighteye gives the impression he's very selective in his staff, she's pretty underwhelming in every way. Maybe she's just really good at data collection or whatever but the design does feel totally off.
