Article 11, having only read the blurb in the OP, seems fine to me. Google has just been showing me the content without me having to actually go to the webpage so yeah makes sense that Google should have to give the webpage some $$$ in return.

It means a bright future for VPN providers. You already pretty much need a VPN as a European if you don't want to spend hours of your day clicking through pages of "yes i accept cookies", "yes i accept your processing of my data and the sharing thereof with your partners" or if you want to access any US news pages which have decided to just give the EU the finger for GDPR (rightly so).

My understanding was, news websites wanted to be linked to, because that means people going to their news website, reading their content, and potentially seeing their ads. This change will result in them being linked to less, ostensibly for their benefit. Something doesn't add up.
