Reading the article, it sounds like it wasn't so much a siren as a loudspeaker designed to play a creepy nursery rhyme for some reason, and the motion sensors were getting tripped by spiders. It was apparently turned up too loud, which is why it could be heard from well off of the actual property.

I don't know why it was set up that way, but that's the most Silent Hill burglar alarm I've ever heard of.

I think their mistake was setting it too loud.

Not that it was loud enough to disturb neighbours, but it should have been set to be just perceptible to the thieves breaking in. I think that would unnerve me so much, I'd stop the break-in.
