Locking them away isn't going to help because human beings are short sighted forgetful monsters. If we're going to help people it has to be in the open. That means housing, work and available counseling. Not totally-not-a-prison until someone straps them down after an episode and forgets to feed them for a week.

I mean, to be absolutely clear, the gutting of psychiatric care is what lead to the terrible conditions and the closures as part of an explicit plan to decrease taxes to force public services to be closed or privatised when they failed to run on shoe-string budgets.

Like the goverment at the time weren't even covert about this, it was openly discussed in the public sphere. People being turned out into the streets had nothing to do with rectifying the problem and everything to do with washing the government's hands of the problem.

The history of psychiatric care is a horror story sure. But in modern times if you're looking for affordable therapy, psychiatry, or long-term psych care, well you better have some money because it's not happening. Even geriatric psych facilities are shutting down all over due to lack of reimbursement from medicare (a hospital I used to work out just closed there's down few months ago). I don't know all of the history, something about Carter then Reagan cutting funding, but the result was a wave of homeless psych patients who only got much much worse. So they go right back to the streets with nothing, and eventually end up in jail for various reasons and get even less care than on the streets because they're actively denied medications at times in prison (I work in a hospital that deals with state prisoners, so I hear stories all the time about some real horrors).

TL;DR: Prisons have replaced mental health care in America, sorry.

I read it as "Well actually, it's a good thing these are gone" and I disagreed vehemently on the fact that; no it's not good these are gone, because the problem with the programs was not that they existed, it was that they treated their patients not as human beings but as broken discarded meat. It's a good thing that part of it is gone, except for the fact that all you've replaced it with is literally throwing them out into the street. The conditions you describe, which has been present for pretty much the entirety of mental health care except like the last... recently, is not the default state of "Federal funded and managed public mental health service", for either a portion or totality of its citizens. You can, in fact, take that funding and manpower and do something that is actually helping the people that will be in the care of such services.

Yeah it's nice the torture prisons are gone (shame about the rest of the torture prisons though, they're still around), it's really not nice that the people who made the torture prisons, then decided to cut funding generally, sold that the best idea was just to poo poo these people out into the world and hope they die quietly.

So no, not really? The psychiatric care we're talking about is the one that was gutted on top of closing the torture prisons, whose funding was then allocated somewhere else. Because if at any point someone agitates for more mental health care funding to have more torture prisons, they are a bad person and should be shot. They're probably a Nazi.

TL;DR: Prisons have replaced mental health care in America, sorry.

From what I'm remembering from classes, it started with Kennedy and the idea was for the big facilities to close and local communities to step up to provide care, it was over time that it escalated to the funding cuts. However no one factored in NIMBY so all the patients ended up dumped on the streets. Prisons have pretty much replaced the mental health hospitals and they're not even really equipped for this sort of thing.
