It is always going to be in Management's interests, fair or not, for people to know less overall about the spread of salaries in a team or field. It goes the other way a little bit, which is why people can get 50% pay bump by jumping to a new company. But that's relatively rare compared to people being underpaid, which happens on a planetary scale.
