Edit: Strange that the perk doesn't require you to be xenophile. At the least, it shouldn't be available for xenophobes. But I guess that's just a "placeholder" issue, I can't imagine xenophobes being able to take this perk in the final version.

same, except regular xenophile/fanatic authoritarian, syncretic evolution/slaver guilds for civics

then hope the hybrids don't inherit servile I guess? tbh not sure what useful slave traits they could get from the non-servile species

Also there'd be, um, unfortunate implications, and I might actually not be comfortable with playing that. Might have to go for some less horrifying dystopia for first Le Guin game.

You could presumably do all sorts of horrible things with migration/breeding control and genetic ascension.
