That implies she has a very high level of regard for him. She's trusting him with extremely sensitive information that, if publicized, could either destroy her as a negotiator(no male in a position of power and influence would ever negotiate with her directly again), seriously damage her business(people might reevaluate whatever contracts or deals they make with her and her company if they suspect mental tampering was involved), and/or possibly threaten her life(jilted lovers who realize they've been duped or competitors wanting to remove an incredibly dangerous piece from the board). It doesn't necessarily mean she returns his feelings or actually loves him, but it does mean she at the very least respects him. Even going beyond the simple fact that if she wanted to use him as a tool she could have hypnotized him immediately, if he was just a patsy she would have absolutely no need to explain to a patsy that she has lowkey mind control.

It's happened before. Muteba delivered the Heart Jab to Marvellous Seki in Chapter 145, which ended at a panel of Seki collapsed in a pool of his blood in front of Muteba. Then Chapter 146 ended with Muteba delivering the final suplex and "1-2-3" count to Seki, and winning the match.

Yeah I don't think Rei turns this around. Even if he has some desperation move up his sleeve Kuroki is too much of a defensive specialist to just get instantly taken out by some bullshit ultimate attack or whatever, and the damage they've each sustained is way too different at this point.
