Also an appropriations issue. TCEQ had its funding cut hardcore in 2008 and a lot of its programs arent funded and the fees are used to certify the general budget. So they survive on charging for permits

If Pelosi actually follows through on making Texas a battleground state, it might give Castro the false sense of security he needs to actually do something, instead of playing ultra defensively. Pelosi isn't going to follow through though and Castro will do just enough to not be Valdez 2: Electric Poopaloo and declare victory.

I think Beto is a very charismatic speaker, I don't know if Joaquin can replicate that but my sense is no. Beyond that, the reason Beto did so well (aside from Cruz/GOP backlash) is because

1. He worked really hard and did really good retail politics in his crisscrossing of the state
2. He had a couple of good viral videos
3. He's got a great image, like he's just good-looking, which counts a lot

As for 1, Joaquin can replicate that if he has the will to. For 2, that's a function of one and luck, so maybe. 3? He's not ugly but he's kind of awkward, he certainly doesn't have Beto's effortless coolness. Ultimately I don't think he has the natural tools that served Beto so well, so I think his best bet is to replicate the model, but not the style of the Beto campaign.

What he has going for him is that it's a presidential cycle and turnout is going to be higher, he's Latino, and Cornyn has worse approval numbers than Cruz. I know people around here think that's just wrong because the natural reaction is to recoil in horror at anything Ted Cruz related. On the other side though, Cruz has hardcore partisan supporters. People don't really feel that strongly about Cornyn, he's just Generic Republican Mk. 1. So, Cruz's turnout may have been higher than it otherwise would be because he turned out the Christian dominionists in a way that Cornyn might not be able to replicate.

Or not, I thought Hillary was a lock and Bernie was a disaster so I've learned that I don't know as much about how things work as I thought. But I think those are reasonable arguments given what we know.

What concerns me about Joaquin are two things. He's neck deep in the Bexar Co. Democratic party, and that party has been fractious, orthodox, and at times more concerned with intraparty politics than political outcome. That's believed to be a big contributor to the loss in SD 19, but maybe they learned their lesson because they turned it around and held HD 125. Not exactly analogous as SD 19 has a massive rural component while the HD is entirely within the city, but maybe it's a good sign. Party unity is going to be a huge factor in Democratic performance. The other relates to his brother running for President. If he flames out with 1% in Iowa then fine, but if he hangs around or if he even gets on the ticket as VP, then Joaquin's fate will mirror the success or failure of his brother. Even I had to keep checking to make sure one did the thing I thought, which one was the mayor, stuff like that. So, people will conflate the actions and baggage of one with the other, and two identical twins running for different offices at different levels of government makes me nervous. If people feel confused about it, can't remember which one ran for president and said that thing they liked/hated, or was it his brother? maybe they don't vote for him.

IMO this is going to depend on the final House vote. Because of the Senate's supermajority rule and the "tradition" of suspending it during special sessions so they can pass whatever the D's blocked during the regular, there is a difference in what the Senate can pass in regular and in special sessions. If the House rejects whatever number ends up being in HB 2, they can call all the specials they want, it won't change anything. My feeling is they'll pass one of those bills that costs the state six billion dollars in revenue but saves the average homeowner like 200 bucks (and commercial property holders much much more :thunk: ) and say they passed meaningful relief.
