This is a pretty hard dealbreaker for me, though. I'm happy to pay money for an app, but paying a monthly fee to be able to listen to my own songs is solidly outside my envelope. On top of that, Google Play Music apparently doesn't really "store" your music files, but hashes / analyzes the data and gives you the version of the song their database has. So that eliminates another solid portion of my now almost 20 year old mp3 library.

I've googled around for a fuckton and it looks like the best feature I could hope for is importing of .m3u (or whatever that extension is) playlists. If that works by letting me pre-fill playlists in the same folder structure on my computer, and then work in a mirrored folder structure on my phone (I honestly have no idea if that's how those playlists work mechanically), then it might be an option.

Dude it’s completely moot because Google is killing off Play Music anyway.
