Borderlands draws the bulk of its voice cast from Texas, a non-union state. Tales was done out in LA, which is union. Baker and Laura Bailey (and probably Burch) are union enough that they can't do non-union stuff anymore. There's kind of levels to it. Like Matt Mercer can still do non-union stuff but wouldn't be considered a scab either although he's said he doesn't want to be the Troy Baker Impersonator anymore. Gearbox would have to do something special to get them back which we all know is unlikely.

The only noticeable difference besides Tina's wildly fluctuating voice that she'll jokingly chalk up to puberty is that there will be a lot of background noise kept in the recordings of Randy getting punched in the face, kicked in the dick or pepper sprayed because he keeps asking the talent they wanted to see a magic trick. So at least a net positive for the character overall.

On top of Catherine's protagonist being bit of a poo poo about sex in general and the game's themes being gross, Atlus decided to step on a modern landmine with both feet on the claymore, on top of all this, for seemingly no reason at all. The franchise is now reviled and Katsura Hashino is persona non grata in the mega ten crowd as he tries to get his Studio Zero game, Project Re FANTASY, any kind of hype.

It's very likely they're not even re-recording any of his old lines. I think this might be an attempt at a similar ploy, actually.
