It's Homo Demens. Crazy people. The ghosts are called BT - Beached Things. They mentioned ages ago that Death Stranding refers to Cetacean Stranding. There's tons of imagery around sea life. So someone did something sciencey or magic-y that caused dead things to become beached in reality?
