Octavio wants to burn Inkopolis to the ground. Nothing else will satisfy him after 100 years of hate and wishing for vengence. The Octarians are militarised. Military implies structure, order, command. Helps that their defining trait is 'Diligent'.

Actually, the winning dialogue is bizarrely anticlimactic with all the setup that happened. Dataminers are thinking it's an antidatamine measure since some of the dialogue is flat out broken in some languages, and Nintendo is capable of updating the dialogue at any point without forcing a patch, so who knows.

I think Pearl vs Marina is more prominent than Callie vs Marie this time. On a tangent, the character placement that I can't quite figure out is Murch. Most other characters are fairly easy to place, but besides the appeal of putting him opposite his idol, I don't know how he ended up on the Order side. Maybe I just haven't had enough insight into his personality yet.
