They haven't made it entirely clear yet, but there's definitely some level on which it's "pay money to pull on a slot machine and hope it's your favorite instead of Wriggle." Although they did mention at one point that none of the characters are considered rarer than others; every character will have a chance of being pulled at any rarity.

I should probably be more specific: we know that there are different rarities of character, and also that they're giving out free gacha tickets as a pre-registration bonus. The very premise of these games is to pull on a lever and hope that what comes out is good. I would think that sort of thing is non-negotiable in a gacha game: that's what the customers come for. As for what ZUN is against, he hasn't been very specific about that. He dislikes "predatory" monetization systems, but I don't recall him ever specifying what exactly those are. And speaking personally as someone who's played a few of these sorts of games, and seen others in detail while doing research, I have to say that there's a pretty huge range of "predatori-ness" among them. It's possible that ZUN simply wants to keep it on the lighter side of that, rather than being against the gacha concept itself. I dunno.

It's also worth noting that just a few short years ago ZUN was against putting his games on online storefronts and now it's a regular thing. he changes his mind about stuff and I think it sometimes gets lost in the shuffle.

That was the year DDC came out which is also the first time he actually released online. I don't have a link handy cuz its been awhile at this point but he was not nearly as positive about it in the years before. EDIT: Which is not to say I'm like 100% sure this isn't some apocrypha on my end, just that I remember it was a discussion at the time and then 2013 was where the flip happened (which seems to be backed by DDC's eventual online release).
