Waiting 48 hours would have been operationally viable. The soldiers would not receive immediately lethal doses of radiation and would not encounter strong resistance. The high Rad exposure levels would have been more problematic over the next few decades. I don’t know if the VA bills would have bankrupted the government long term or they just weren’t thinking that far ahead.
