He does, he just keeps the silver one on his horse because he doesn't need it all the time. EDIT: Also upkeep on a silver sword is very expensive so he wants to use it as least as possible.

One of my hopes for that show is that it's just a constant running tease of him pulling out things that look to be a second sword but aren't, then he finally pulls it out in the finale but doesn't use it.

He pulls silver out if needed for a particular monster (which is not all monsters). Theres a lot more planning on hunts of anything in the books. Which I totally understand doesnt translate perfectly to a game where you need some mooks to hack on occasionally.
