Akoya did beat Cosmo, the latter was literally unconscious at one point during their fight. It's just that Akoyas cop instincts kicked in and he couldn't help but torture Cosmo which woke him up and allowed him to win.

And him torturing someone is completely uncharacteristic when every fight before and now after, has him going for nothing but the kill when he goes full mad dog. Haru wasn't going to be tortured, he was going to be killed had the fight dragged on longer. He killed the butcher guy instantly, and he killed all the Yakuza heads by decapitation. The only thing close to torture he did was giving the Medical student a gun and a chance to fight back, and you can consider that psychological torture if you want, but the reality is Akoya killed that kid instantly as well. Akoya doesn't torture, it made no sense he decided to give Cosmo any out.
