RE is a sufficiently big brand that they don't necessarily need to piggyback the announcement off of another major event. It wouldn't surprise me if they're holding off on their official debut until after they see what's at the TGAs. Given next year's schedule, it's going to be more crucial than usual to find a clean release window.

Resident Evil - S.T.A.L.K.E.R. is an awesome idea and I think people would be more into that premise as a multiplayer game than Resistance or whatever the hell Umbrella Corps was. Alas, just like Resident Evil - XCOM starring the BSAA responding to bioterror threats around the world, it'll never happen.

I’m still waiting for the day that some indie and/or kickstarter effort makes Evil Genius but like, a little bit better. It’s such a compelling idea and a stylish game but the systems are just a little too rough, and it likes to crash.
