the problem is that the service is being offered by local government A, because local government B does not provide the service. A does not have the power to levy taxation over B, but they are close enough to offer the service, so to ensure the residents of B pay their fair share into the system you have to charge a fee instead of a tax, and this fee is not compulsory

punching down kicks in when we avoid talking about these jurisdictional barriers and the wild fragmentation of american local government (an aspect of the overriding need for Local Autonomy) as instead being attributable to toothless ignorants who can't math right and are simply greedy. this is a class-based argument which is simpler to articulate and more satisfying than, say, criticizing the existence of home rule laws which devolve governmental power and boundaries from state authority to localities, creating differing levels of service in places with fragile tax bases

to end this derail and tie it back to OSHA, there's a lot of places that are so remote and have so few people they can't even afford to have local doctors

you can't really solve this problem by 'increasing general taxation' because in a lot of places, there's no agency to allocate the minimal taxes which would be scraped up by a tax increase, and it likely wouldn't be able to cover the cost of anything but a med student in a pickup anyway

the punching down part is pointing at the failures of an inefficient and fragmented system and attributing them to poor education and a lack of civilization. i get the moral outrage, journalism relies on this outrage to drive clicks and cloud understanding of the real fault - overly fractured jurisdictional lines leading to a division of tax bases. not great to then leap from that point to just say the people who live in those areas are too dumb and immoral to government the proper way

Yes, sure. Seems probable. If my car ever was on some train tracks for whatever reason and a train is coming, I'd probably look into the rear view mirror and wait for the person behind me to wave me into the right direction too.
