My recollection is that Gene Roddenberry was hustling the show at sci-fi conventions and would have women model some of the costumes from the show.

The book Inside Star Trek claims that at one point he squeezed himself into a Starfleet costume although the one picture I've seen of him in costume (alongside someone dressed up as... the android lady whose name I cannot recall, from What Are Little Girls Made Of?) had him in a Romulan costume.
