Ryan in particular will probably go down as one of the weakest speakers this country has had in a very long while—while obviously the House Freedom Caucus made his job extremely difficult, it's still impressive just how ineffective he was.

If you’re not qualified to do something, you can’t do the thing you’re there to do. You’re loving useless and should be shamed until you finish qualifying to be useful. Navy surface and subsurface life involves constant progressing qualifications. If you don’t get qualified, then someone else is forced to do the work you should be doing. Being dinq is lovely to your peers more than anything else. Using a grease gun to lube up a block requires multiple qualifications, for example. You need to do your maintenance man and hazmat quals. They’re very simple, but also mandatory. If you do not have them, you literally cannot go grab a grease gun, connect it to a nipple, and squeeze however much the maintenance card requires into it. Being dink on those quals means that you have people who cannot do anything, but it happens.

In my experience it was 90% yelled about for ships qual (because you're a drat nub till you're ships qualled even if you're qualified reactor tech or advanced sonar operator first!) and 10% for other quals.
