I'm not a 3d animator, but I assume a lot of modern rigs have controls for the glutes, right? Like, it's a thing you need to be able to adjust when doing keyframe? Still funny. Edit: also, looking at the number of points on her wrist and hand terrifies me. God, animation must be so drat hard.

I can tell you what most of those are at a glance from messing about in Unity for VRChat avatars. You can figure out most of the hand bones by looking at your own hand and wiggling your fingers; The cluster at the wrist are gonna be the wrist bone and two for controlling the upper and lower halves of the hand (try bringing the tips of your thumb and pinkie together and see what happens). The fingers all have three bones each to replicate typical finger movement, and the ones at the base probably tug the palm about a little as well (try spreading your fingers out). The only one I can't figure out is that stray bone in the forearm, and I think what it's doing is moderating the roll of the sleeve to make it move more naturally. Those are all pretty typical for any humanoid armature. The main body might look scary as hell, but a lot of that is the left arm going through the body, and the actual bones in the torso are probably just small nitty-gritty movement unique to that model to get fine details out of specific bits of clothing. For example; the sides of that frilly skirt. The ones just below the rear end bone on the right leg actually serve sa different purpose to movement though, as I'm pretty sure that's probably to anchor whatever goes into that holster to the model (ie; Attach gun model to holster bone, gun moves with bone and stays in the holster while character runs about). Animating stuff isn't as tricky as you think, at least in Unity, it's just time-consuming for longer stuff; All you need to make are "keyframes" essentially, because if you do something like set all the fingers to be closed into a fist five seconds into an animation (starting from an open palm), the animator will go "okay, I need to transition between these frames from Pose A to Pose B".
