It took about 30 years for people to decide tipped workers don’t get everyone else’s minimum wage. Fair Labor Standards Act of 1938 is a bit before the '60s. And there's a reason tipping survived in the USA when it didn't in Europe.

It's also important to note that this was just the first point it was set into law (as part of fair labor standards and the creation of the federal minimum wage) as the practice of paying tipped labor a pittance if anything was happening already at that time. Like they didn't decide to codify this into law as a "gently caress you" to servers, it was already tradition.

I got in an argument with a girl once about how tipping was better because otherwise the server would do the bare minimum, and how she hated the lazy servers when she went to Europe. And this woman was an australian living in the US, and a loving server. It blew my mind. When I lived in France restaurant culture is definitely different but it's less lazy servers and more that the whole eating out experience is more relaxed. It's way better than the US (or Canada to be fair) where the server has to constantly check up on you and the interaction is more like butler-employer than person-person. Like who in the US actually enjoys the server refilling your drink when it's 3/4 full or coming back to see if everything tastes good when you're still chewing your first goddam bite or even waiting for the food to cool? Is this a boomer thing? Come to think of it's totally a boomer thing. I'm sure there's a boomer out there right now leaving a bad yelp review for the local Pizza Hut because contactless delivery denies them the pleasure of looking that servant in the eye when they draw a line through the "gratuity" box

It's a way to feel in control when you know you're some mediocre middle manager who has no power, never made any important decisions in your life, and that being a white boomer dude in the heart of Empire isn't enough to make one happy. Same, they bring what I ordered and leave me and the people I'm with to eat and socialise. If it's a restaurant they will probably keep an eye out once everyone had finished their course and ask about desserts or coffee, etc. If I had someone at a cafe coming to check on me multiple times per meal I would consider it a bad experience.

Kinda wild how humanity ever made it out of the hunter gatherer phase given how incredibly specific our dietary requirements apparently are. But then I guess back then nutritional supplements roamed wild in the forests and you could just punch one out and eat it right there.
