Read the article and it goes into more detail. The State of Mexico's athletic commission is PISSED. FYI: the state of Mexico covers Mexico City and it's outlying areas. The State of Mexico is rated as red for the COVID outbreak (the worst rating) and has the most cases in the country. They're at least trying to control the outbreak and are running radio and tv messages constantly. They're also going to ask the commissions of the other states to suspend the licenses of the luchadores who were on the card. That's a big deal.

Mexico in general is handling COVID very badly. I'm really disappointed that AMLO hasn't done a better job. Politics aside, right now it looks like Mexico's testing rates are still abysmally low and so their infection rates are artificially low.

Afaik most of the more recent luchadore deaths are thought to be from Covid they just haven't been reported that way cause of the lack of testing. And also there may be more deaths that haven't been reported at all
