I think there was a local news story somewhere behind that. iirc some work was going on in a residential neighborhood, that lady was a resident who was angry about the noise, and this was her solution. It disabled the bucket so somebody was just stuck up there a while until they got him down. Can't remember if she was charged with a crime or not but the police had a chat with her.

The individual straps are on the left.
The crushed box isn't part of a bundle.

Oh I see, that's box strapping and not shadow. Still, they're not rotated, see the holes on the side.
The bottom box is a singleton, the next three above it were part of a bundle that was unstrapped, and then three more bundles put on top.

There's a bridge kinda like this that spans the mouth of the Columbia River and it has similar problems. If people did this rascal blockade weekly no doubt they would add a pedestrian option within a year

I occasionally see people riding mobility scooters on the road even when there's a proper unblocked sidewalk, I just assumed it's because it makes them feel like they're driving a real vehicle

Most likely it's because the scooter can't negotiate the relative unevenness and breaks/dips/cracks a sidewalk has versus a road.

Better to be in the road where you're guaranteed a smooth surface and annoy drivers rather than stuck awaiting someone to help because the city infrastructure sucks and you get stuck on a crack.

I'd bet money on sidewalks having too big a lip for the scooter to get up onto. Doesn't seem like they'd be able to really handle much of anything
