Evangelion frequently had pictures of a building with bugs chirping for at least 30 seconds and poo poo like that. Sometimes they even panned a bit!

I remember it was super common for anime dubs of the 90s and 00s to add dialogue over sequences like that and pretty much any moment there wasn't someone talking.
