Tump's approach to governing is "say lots of things but do nothing" Even his "greatest" accomplishment (tax cuts for billionaires) required no work besides a signature. He saw this pandemic as another Ukraine scandal designed to make him look bad, so he took the same approach as always: deny all responsibility and deflect to the Democrats.
