I think really the only options would be some kind of sweatpants or a kilt, and if you're wearing a kilt I'd argue you should wear underwear for everyone else's sake so we don't get an accidental glimpse at your taint and balls. I also honestly thought bras were functional wear most of the time, to prevent medium-to-large breasts from being uncomfortable to carry around while doing anything physically exerting. Like isn't that the entire point of a sports bra?
