Who is "the base" in this sentence?

Kasich is a recent and popular Republican governor of an electorally important swing state who is going to lay out the Republican case that it's okay to vote for Biden (and/or that it's okay not to vote Trump). Still seems to me that the underlying complaint is about having a nominee that Kasich is willing to vote for, not that Kasich is being given a platform to make the case to vote for him.

A few packages I've ordered have been delayed and it's pretty obviously because of the attack on the post office. I order things through the mail regularly and I've never had these kinds of problems before. In fact, I've had items shipped from the exact same seller from the exact same location that have always arrived on time or sooner until now. Like, I have the tracking information, I can see that the items were shipped on time and see exactly where the slowdowns are happening. It's a frustrating situation, and it makes me even angrier thinking about how if I'm having this much trouble getting my dumb stuff there are definitely people out there not getting more important things like medication.

I don't blame the sellers, or the post office, and under regular circumstances I don't care much about the occasional delay because poo poo happens and I know it'll get here eventually. However, knowing that this is something that was caused intentionally so a cartoonishly evil man can commit a crime and could have been completely avoided is making me want to break things and start fires.

To be fair I'm surprised Trump seems like he will be making it all 4. Even without impeachment, I figured - and I seem to recall others saying as much too - that even with him shirking the responsibilities of the job as much as he does, that between his general lifestyle and the 'stress' of office (or in his case the stress of not getting what you want at all times) that him retiring or dying due to health issues was probably more likely than him doing four years.
