Yet they do in fact have just that, and fought in court to be allowed to exclude applicants who scored too highly as they are 'too intelligent' and may not stay in the position.

My point is that law enforcement is a random collection of sheriff offices and local cops and as such have no nation wide, formal mechanism to screen people, but rather a lot of informal sanctions they can apply to screen people out and exclude them until they quit There is no policy that says you have to attend west point to make general but magically that's how it works out.

Your question hinged on a distinction without a difference. Police exist to perpetuate and reinforce the race and class hierarchies in society. Abolishing those hierarchies requires abolishing the organizations which enforce them. Arguments for not abolishing one are arguments for keeping both. (socialist society would also be a class society and would also need some kind of enforcement to keep property owners from charging rent or hoarding grain or forming private armies or whatever, i dunno if i'd call forces responsible for that "police" or not, but ehn)

Police in some states and locales are allowed to shoot at vehicles if they are being used as weapons against the police - if they're about to ram or run over the cops. This guy was fleeing a supposed fight - not even anything serious. On top of that, his fleeing wasn't going to pose a threat to the cops because they had plenty of time to get out of the way. There is no justification whatsoever for this shooting. This is straight up murder.
